The Beirut port explosion was referred to the Judicial Council. What is this court? The paper explains how it is formed, how a case is brought before it, which crimes it hears, and what happens when someone asks to remove one of its members, a situation the law does not address.
It recalls earlier cases referred to the council that ended in long delays or amnesty: the killing of four judges in Saida in 1999, on which no decision was issued until 2019; the 1994 assassination of the Jordanian diplomat Imran al-Maaytah; and the Dinniyeh events. It then lists the main steps of the port investigation since August 2020.
Its conclusion: the lawsuits against Judge Bitar serve no purpose as long as no indictment has been issued, and history must not repeat itself through another general amnesty, especially if the accused are the ones who would decide on it.
